雙子星開發案第2順位申請人中工團隊今天提出融資保證書等疑義，台北市捷運局表示，這是為確保資金無虞，可興建完成。

中工今天召開記者會，指捷運局9月5日提出的10項最後審定條件過於嚴苛，還要求在工程簽約前提出高達新台幣653.42億元的融資保證書，是不合理的要求。

捷運局表示，653.42億元是依據中工團隊所提開發建議書所載的總開發成本，中工團隊提出財務計畫投標，本應有融資來源的具體規劃與保證。要求提出融資保證書，是指當相關工程資金無法及時到位時，才由金融機構保證墊付，「只要求國內金融機構應符合一定信用評等等級以上的條件」。

捷運局強調，與中工團隊針對審定條件已召開3次協商會議，不斷徵詢法律、財務顧問及相關局處意見，直到8月14日再召開跟簽約內容有關會議後，才決定「最後審定條件」，目的在於確保雙子星大樓開工後一定可以興建完成，並如期如質營運。

捷運局說，中工團隊依投標須知規定，必須於10月6日前，完成繳交所有相關費用及應備齊簽約文件，以進行後續實質審查。(中央社)
