校園維安 應有標準程序

新北市有國小遭一名持刀少年闖入，幸因應得宜，才未釀成大禍。姑不論這起案件是否為北捷事件的後續效應，但進出校園這麼容易，安全確實令人有所疑慮。

傳統的校園，只能由單一校門進出，校方對於出入人員容易掌控，若有人從圍牆強行進入，也可及時防堵；但近年來，許多國中小打掉圍牆，改以植栽等素材為主的親和性圍籬，少了圍牆保護，要進入校園易如反掌，校方即便有心監控，也難以發揮效用。

再者，當前國中小校園內，教職員普遍呈現陰盛陽衰局面，且部分縣市國中小是沒有警衛室的，若遭有心人士闖入，恐怕也不容易及時調集人手來因應。

因此，校園其實暴露在一定風險之中，碰到危險時該如何處理，應該建立一套標準作業程序，而非僅靠校方的隨機應變。
