有機化學離去基的問題

我在課本上看到這句

當反應發生時，絕對不要把 H- 以及 C- 當成離去基踢開

在酸性環境時，絕對不要把 OR- 當成離去基踢開

在鹼性環境時，可以把 OR- 當成離去基踢開

我想問的是，為什麼酸性環境不能把OR-踢開

而鹼性環境可以呢

我感覺酸性環境下H+ 比較多，應該提供比較友善的環境供OR-形成 HOR

但是為什麼課本寫的結論是相反的呢?
