誰洩公文給頂新？衛福部：沒有發公文

彰化檢方指在味全總公司電腦內，發現衛福部的機密公文一事，稍早衛生福利部次長許銘能表示，目前仍在釐清中；但他也強調，衛福部第一時間並沒有發公文給任何單位。

衛福部10月9日接獲外交部轉知，越南官方證實頂新進口的飼料油，許銘能表示，當天傍晚6點就用電郵通知中區、南區管理中心，以及彰化縣衛生局，並請彰化衛生局尋檢調協助，「我們第一時間沒有發公文出去。」

但許銘能也說，是不是後續檢方有跟衛生單位索取正式公文，目前還在釐清當中。

許銘能表示，當天證實越南進口的是飼料油後，自己隨即以電話通知衛福部代部長林奏延，因為事出緊急，也隨即以電郵通知相關單位，「我們也怕消息走漏，因為隔天就要查廠。」
