針對國民黨在立法院臨時會只願通過公債法修正草案，不願意通過財政收支劃分法修正草案，民進黨立委李應元表示，這兩部法案必需配套通過，缺一不可，他將全力杯葛公債法單獨通過。

李應元指出，若只通過公債法，未通過財劃法，各縣市政府未蒙其利，先受其害。影響五都財務深遠的十二年國教的財務規畫，至今還未定案，通過公債法將偏離現實需求。

李應元指出，地方政府最迫切的是修改財劃法，增加地方的自有財源，這才能從根本解決地方的財政問題。自有財源增加後，公債法的債限自然不是那麼迫切。
