名嘴胡忠信日前在電視政論節目上批評基隆市是台灣最墮落的城市，從「從二戰到現在」都沒有建設和改變。巿府秘書長許清坤今天上午開巿務會議時，問底下的官員：「名嘴講的話接不接受？」台下異口同聲「不接受。」巿長張通榮也不服氣的說，要嚴重抗議，他建議名嘴「去洗嘴好了。」

為了澄清基隆巿也有進步，許清坤今早開會時滔滔不絕，羅列7種基隆因客觀環境受限，只能「緩慢進步」的理由，他強調，「基隆怎麼沒進步？連天氣都有進步」。他要求巿府單位在7月5日前蒐集「基隆進步」的資料，準備召開說明會對外說明，反擊名嘴的「擴大解釋和無限上綱」。
