會計法修法文字疏漏、加上民代、教授公款私用認定疑慮仍存，外界批評聲四起，在台聯、民進黨相繼道歉後，馬總統驚覺清廉形象受損，才大動作指示行政院提覆議，殘餘的十幾趴聲望差點歸零。

馬總統在第二任期展開後，趁著距離選舉還有點時間，推動證所稅、年金、油電價改革，還將拖了近30年的核四爭議交付公投解決，但這也讓他的支持度持續在低檔盤旋。總統坦言，「把大家本來可以領的錢變少了，沒有人會支持，這樣的改革很難獲得掌聲」。

馬總統雖沒有連任壓力，改革路確走得艱辛，現在還因會計法修正案摔了一跤，府院黨臉上無光。

做錯了事應該有改正的勇氣，才是負責任的表現，但行政院長江宜樺堅持不承擔立法文字膳打疏漏的錯誤，還把特別費除罪化問題推給立法院朝野黨團，稱說是對立法院的「尊重」，讓人直搖頭。

台聯在第一時間就讓參與協商法案的立委林世嘉卸下黨團總召職務，以示負責；民進黨主席蘇貞昌還親赴政院拜訪江宜樺，收拾殘局；執政團隊確錯失情勢，還好馬驚覺清廉形象受損，親自道歉，為府院黨的思考不周「止血」。
