馬總統上午召開記者會，親自為會計法第會計法第99條之一條文修正案產生的爭議，向社會道歉，並責令行政院提出覆議。

他說，整個修法過程包括民意代表等人員，不當使用公款的除罪化，以及修法時法條漏字的疏誤等，執政黨確實思考不周，也違背社會大眾的期待，這點包括行政團隊、國民黨立法院黨團與他本人，都應深自反省與檢討。並宣佈以修法內容未區分公款公用、公款私用，有窒礙難行處，由行政院提出覆議。
