今(2015)年元旦連續假期，宜蘭礁溪市區出現近年罕見的大塞車。為此，交通部考慮在春節連續假期時，實施國道5號北上離峰免費時段延長2小時，今(30)天和宜蘭縣政府達成共識，確定今年春節期間，國5北上離峰時段免費延長2小時，從7小時延長為9小時，時間從前一天深夜11時至當天上午8時。

每到假日，國5總是經常塞車，連假更不用說。為此，交通部和宜蘭縣政府開會研議北上離峰免費時段延長時間，今天達成共識，將在春節連假的2月18日到23日試辦，時間為前一天深夜11時到當天上午8時的北上離峰時段皆免收費，鼓勵盡量利用離峰時段上路。但南下仍維持前一日深夜11時到當天上午6時免費。

不過，除了北上離峰時段免費時間延長外，還會祭出嚴格匝道儀控管制。在這樣的措施下，是否就能讓交通狀況變好一點呢？這就有待考驗了。

另外，交通局預估，國5雪隧路段每小時可容納車流量約為2400輛，若實施北上離峰時段免收費時間延長，估計車流量將增加1成，從2000輛增加到2200輛左右，仍在可以接受的範圍內。
